PALO ALTO, Californie, 25 sept. 2024 (GLOBE NEWSWIRE) — Aujourd’hui, HP Inc. (NYSE:HPQ) a publié son deuxième Indice de rapport au travail HP (WRI) annuel, une étude complète qui explore le rapport au travail à travers le monde. Cette étude, qui a interrogé 15 600 personnes de divers secteurs dans 12 pays, révèle que le rapport au travail n’est pas encore suffisamment sain. Seulement 28 % des travailleurs du savoir ont un rapport sain au travail, une hausse de 1 % par rapport aux conclusions de l’année passée. Toutefois, de nouvelles constatations ciblent plus particulièrement deux solutions potentielles pour améliorer le rapport au travail : l’IA et des expériences de travail personnalisées.

« Nous savons que les attentes des employeurs et des employés ont évolué. Des expériences de travail personnalisées peuvent créer un rapport plus sain au travail

Dans sa deuxième année, l’étude a poursuivi l’analyse des divers aspects du rapport au travail, notamment le rôle du travail dans la vie des travailleurs, leurs compétences, les capacités, leur lieu de travail et leurs attentes envers leurs dirigeants. Cette année, le WRI révèle un besoin universel majeur de la part des travailleurs du savoir : des expériences de travail personnalisées.

Au moins deux tiers des travailleurs ont exprimé le souhait d’avoir des expériences de travail personnalisées, notamment des espaces de travail adaptés, l’accès à leurs technologies privilégiées et des environnements de travail souples. Ces expériences sont primordiales pour améliorer le rapport au travail et elles ont des incidences positives, tant pour les employés que pour les entreprises :

  • 64 % des travailleurs du savoir déclarent que si le travail était adapté ou personnalisé en fonction de leurs besoins et de leurs préférences personnelles, ils seraient plus investis dans la croissance de l’entreprise.
  • 69 % des travailleurs du savoir sont convaincus que cela contribuerait à l’amélioration de leur bien–être général.
  • 68 % des travailleurs du savoir ont indiqué que cela les motiverait à rester plus longtemps avec leur employeur actuel.

Ce désir de personnalisation est tellement fort que 87 % des travailleurs du savoir seraient disposés à sacrifier une partie de leur salaire pour en bénéficier. En moyenne, les travailleurs seraient prêts à renoncer à jusqu’à 14 % de leur salaire, les travailleurs de la génération déclarant pouvoir aller jusqu’à 19 %.

L’IA ouvre aux travailleurs du savoir de nouvelles opportunités de s’épanouir au travail et d’améliorer leur productivité

L’utilisation de l’IA parmi les travailleurs du savoir a bondi à 66 % en 2024, soit une hausse de 38 % par rapport à l’année précédente. Les travailleurs qui utilisent l’IA en constatent les bénéfices, notamment un rapport plus sain au travail :

  • 73 % estiment que l’IA leur facilite la tâche et près de 7 sur 10 (69 %) personnalisent leur utilisation de l’IA pour être plus productifs, indiquant que l’IA pourrait être un ingrédient de la création d’une expérience de travail plus personnalisée.
  • 60 % déclarent que l’IA joue un rôle majeur dans l’amélioration de l’équilibre entre leur vie privée et leur vie professionnelle.
  • 68 % indiquent que l’AI ouvre de nouvelles possibilités d’épanouissement au travail.
  • 73 % s’accordent à dire qu’une meilleure connaissance de l’IA facilitera l’avancement de leur carrière.

En outre, les travailleurs qui utilisent l’IA sont 11 % plus satisfaits de leur rapport au travail que leurs collègues qui ne l’utilisent pas. Par conséquent, il est urgent de mettre l’IA entre les mains des travailleurs le plus rapidement possible. En effet, il a été démontré que ceux qui n’utilisent pas l’IA craignent davantage qu’elle supplante leur emploi, avec 37 % qui expriment leur inquiétude à ce sujet, soit une augmentation de 5 % par rapport à l’année passée.

Les dirigeants d’entreprise manquent de confiance ; les femmes dirigeantes d’entreprise suscitent une lueur d’espoir

Bien qu’à l’échelle mondiale l’indice indique peu de changements, les pays qui ont enregistré une hausse de leur indice en termes de rapport au travail des travailleurs ont également présenté une légère amélioration des six principaux facteurs favorisant un rapport sain au travail, notamment les facteurs de leadership et d’épanouissement. Cette année, l’indice a révélé que la confiance dans les responsables reste un facteur déterminant pour un rapport au travail sain. Il existe toutefois un écart entre la reconnaissance de l’importance des compétences de gestion humaine (par ex. pleine conscience, connaissance de soi, communication, pensée créative, résilience, empathie, intelligence émotionnelle) et la confiance des dirigeants à les mettre en pratique :

  • Alors que plus de 90 % des responsables reconnaissent les avantages de l’empathie, seulement 44 % ont confiance dans leurs compétences de gestion humaine.
  • Seulement 28 % des travailleurs constatent une empathie systématique de la part de leurs responsables, malgré que 78 % y attache une grande importance.

Néanmoins, l’étude de cette année a révélé une lueur d’espoir : les femmes dirigeantes. En moyenne, les femmes qui dirigent une entreprise sont 10 % plus confiantes dans leurs savoir–faire (technique, informatique, présentation, etc.) et notamment 13 % plus confiantes dans leurs compétences de gestion humaine que leurs homologues masculins. Par ailleurs, la confiance des dirigeantes d’entreprise dans ces deux domaines a enregistré une hausse au cours de l’année passée (+10 % pour les compétences de gestion humaine et +4 % pour les savoir–faire), alors que la confiance parmi les hommes qui dirigent une entreprise a stagné en termes de compétences de gestion humaine et a baissé pour les savoir–faire (–3 %).

Méthodologie

HP a commandé un sondage en ligne administré par Edelman Data & Intelligence (DXI), qui s’est déroulé du 10 mai au 21 juin 2024 dans 12 pays : États–Unis, France, Inde, Royaume–Uni, Allemagne, Espagne, Australie, Japon, Mexique, Brésil, Canada et Indonésie. HP a interrogé un total de 15 600 personnes, soit : 12 000 travailleurs du savoir (1000 dans chaque pays), 2 400 décideurs (200 dans chaque pays) et 1 200 dirigeants d’entreprise (100 dans chaque pays).

The UN Needs a Summit for the Present

NEW YORK, Sep 25 2024 – The Summit of the Future has now ended, but the real and present world is still on fire.

As the General Assembly, an annual ritual where dozens of heads of state descend on New York, kicks off, key questions about the role and future of the United Nations, a body that was created to maintain international peace and security almost 80 years ago, remain unanswered.

Israel’s devastating war in Gaza has spilled into Lebanon, twenty-five million are facing the possibility of starvation in conflict-torn Sudan, and the deadly war in Ukraine marches on, with the UN failing to both prevent or play a significant mediating role in any of these conflicts.

The Pact for the Future – the outcome document of the summit, that states have agreed to after lengthy and often acrimonious negotiations – covers everything from culture and sports to climate change, Sustainable Development Goals, human rights, gender equality, ending poverty, social cohesion, peace and security, Security Council reform, disarmament, science and technology, youth, reform of financial institutions, data governance, artificial intelligence, and, believe it or not, even outer space.

What is striking is that the majority of the text is made up of rehashed and recycled wording from previously agreed upon UN documents and the language is largely vague and aspirational.

There are hardly any concrete, actionable conclusions that could advance the lofty objectives of the Summit. Instead, there are more calls for reports by the Secretary General and more global meetings.

For example, in peace and security, the outcome document doesn’t address the reasons for the accelerated decline of UN mediation and the crisis in UN peacekeeping in recent years, as in one country after another, parties in conflict bypass or reject the good offices of the SG and call for the departure of peacekeeping operations.

Instead, it calls for “a review” on peace operations and for more global meetings “to discuss matters pertaining to peace operations, peacebuilding and conflicts.” In classic UN tradition, when it has no answers or a path forward, the UN calls for more reports and more meetings.

At a time where mass atrocities and the international collapse of the rule of law are becoming the new norm, as we are witnessing in Gaza, the only ‘new’ language the document puts forth is a request to the SG to “assess the need” for more resources for its human rights office.

Grandiose initiatives, like Summit of the Future, are not new. Previous UN Secretaries Generals have called for global summits that didn’t achieve much.

The late Boutros Boutros-Ghali should be credited for advancing UN reform with less fanfare. His Agenda for Peace, paved the way for expanded UN peacekeeping operations, increased UN-led mediation and discreet conflict prevention efforts around the world, while trimming the bloated bureaucracy in the UN secretariat by abolishing more than one thousand posts.

Under the late Kofi Annan’s leadership, In Larger Freedom is credited with developing the concept of the Sustainable Development Goals, the creation of a new peacebuilding architecture and a new Human Rights Council, as an alternative to the discredited Human Rights Commission.

While these initiatives set forth both novel and concrete ideas, their impact has been limited.

Former SG Ban Ki-moon, in his humble way, didn’t call for special summits, but instead effectively used existing global forums to champion the call for action on climate change.

In contrast to previous initiatives, the input to the Summit of the Future, from SG Antonio Guterres, lacked focus, concrete and viable proposals, and courage. This led many UN observers to see the event as a public relations exercise designed to keep the floundering image of the UN afloat and detract from the real failings of the organization.

The Summit was a missed opportunity to discuss some of the fundamental issues that have plagued the UN. Among these issues are: the deadlock in the Security Council and the lip service paid to SC reform by the permanent five; compliance with international law, impunity and the prevention of mass atrocities; the disappointing performance and flaws in the structure of the Human Rights Council; the questionable performance of the Peacebuilding Commission; the need to reinvent the role of the UN in peace and security; the reform of a bloated UN bureaucracy built on patronage with key secretariat departments controlled by three P5 states; the need to review the role, the appointment of and ways to ensure the independence of the Secretary General; and how the General Assembly might be “reinvigorated” and be opened up to non-state actors – among other issues.

Despite all of its flaws, the UN is now needed more than ever before, particularly with the emergence of new threats and challenges to international peace and security and the looming threats associated with climate change.

Thousands of UN staff deployed in many hotspots around the world deserve our respect and recognition, but they also deserve greater leadership and vision.

In this month’s edition of Diplomacy Now, five authors, who are well versed in the UN system, either as analysts or insiders, offer thoughts on the role and election of the Secretary General, the need for and progress on Security Council reform, and the objectives of the Summit on the Future.

As with every edition the views expressed by these authors are not all necessarily our own. However, ICDI remains committed to the ethos and philosophy that open debate, dialogue, diplomacy, and mediation, rather than armed conflict and war, offer the way forward to resolving any conflict.

UN Moves De-Escalate Israel and Lebanon Conflict

UNITED NATIONS, Sep 25 2024 – Yesterday, Israel launched a series of bombardments across Southern Lebanon, killing over 500 people and injuring over 1,800, according to Lebanon’s Ministry of Public Health. This has been described as the deadliest day for the country since the 2006 Israel-Hezbollah War. Furthermore, this is only the latest of a series of conflicts between Israel and Lebanon since the eruption of the Israel-Hamas War in October of last year.

Israel’s Prime Minister Benjamin Netanyahu has warned Lebanese civilians to flee from targeted areas, claiming that the bombardments were intended for the Iran-affiliated militant group, Hezbollah. He adds that the intention of the barrage was to “restore the security balance”, referring to Hezbollah aiming missiles at eight different military bases in Israel. Israeli authorities claim that the recent airstrikes have killed Ibrahim Aqil, missile commander for Hezbollah.

Throughout the past year, Israeli authorities have issued routine evacuation orders for civilians in the Gaza Strip, but yesterday marked the first instance of an evacuation order in Lebanon. This has raised concern among Lebanese officials and the United Nations (UN) that there will be an escalation in missile airstrikes in the coming future.

The Israeli military’s chief of staff, Herzi Halevi, informed reporters that Israel is committed to accelerating offensive actions in Lebanon. Daniel Hagari, spokesperson for the Israeli Defense Force (IDF) added that Israel is focused on an “aerial campaign only”, but didn’t rule out the possibility of a ground invasion, saying “we will do whatever is needed”.

Yesterday’s attack has spurred mass internal displacement throughout Lebanon. “Tens of thousands of people were forced from their homes yesterday and overnight, and the numbers continue to grow”, stated U.N. refugee agency spokesperson Matthew Saltmarsh. Heavy traffic has been observed in the Beirut and Mount Lebanon regions as thousands of civilians hurry to flee from missile targeted areas. Yesterday, the Lebanese government issued a statement, declaring that schools will be designated as emergency shelters in the wake of the bombardments.

Bassam Mawalawi, the Minister of Interior and Municipalities in Lebanon, informed reporters that over 20,000 displaced peoples are currently taking refuge in Lebanon’s public schools, universities, and other designated public centers. The Lebanese Civil Defense stated today that they are currently distributing drinking water to these shelters.

Currently, the United Nations is working on securing a ceasefire before this conflict escalates into a war. “The Secretary-General notes the ongoing efforts by the UN Special Coordinator for Lebanon and the UN Peacekeeping Force in Lebanon to reduce tensions and he reiterates the urgent need for de-escalation and that all efforts be devoted to a diplomatic solution”, stated Stéphane Dujarric, Spokesperson for the Secretary-General, in a press briefing yesterday.

Additionally, Pentagon Press Secretary, Pat Ryder, informed reporters that the United States is sending a “small number of additional U.S. military personnel” to Israel and Lebanon in an effort to de-escalate tensions. The UN’s Special Coordinator for Lebanon, Jeannine Hennis-Plasschaert, is currently meeting with Israeli authorities in an effort to find a diplomatic solution. The Head of Mission and Force Commander, Lt. Gen. Aroldo Lázaro, has been in correspondence with both Israeli and Lebanese officials as well.

The UN estimates that approximately 50 million dollars will be required to fund humanitarian efforts in Lebanon for the next two to four weeks. Essential services, such as the delivery of food and shelter supplies, are in dire need as makeshift shelters struggle to accommodate the influx of thousands in Southern Lebanon. The UN encourages donor support as tensions between the parties continue to rise.

UN Charter: the Final Hurdle for Reform of the Security Council

UNITED NATIONS, Sep 25 2024 – When the “founding fathers” –regrettably, no “founding mothers”—created the United Nations 79 years ago, one of the biggest anomalies was bestowing the power of the veto to the five permanent members (P5) of the UN Security Council (UNSC): the US, UK, France, Russia and the Republic of China (later the People’s Republic of China).

But a longstanding proposal for the reform of the UNSC has been kicked around the General Assembly hall –and the corridors of the UN– for several decades now. But it never got off the ground.

After the US ambassador to the UN last week weighed in with a proposal for two new permanent members from Africa, among others, the proposal for the reform of the UNSC has gained momentum once again. But new members, if any, will not be armed with veto powers—a continued monopoly of the current P5.

Stephen Zunes, Professor of Politics at the University of San Francisco, told IPS proposals for Security Council reform generally go nowhere due to opposition from the veto-wielding permanent members who do not want to lose their advantages under the current archaic system.

However, this proposal, or some variation of it, might have a chance of success in light of the fact that it is being pushed by the United States, which has historically been an opponent of such reforms, he pointed out.

Furthermore, given that each of the P5 desire to extend their influence in Africa and among small island states, it would not reflect well on them to oppose such an effort, Zunes declared.

US Ambassador Linda Thomas-Greenfield said last week the Biden administration has announced its support for key changes to the composition of the United Nations Security Council.

“This is a process that began two years ago when President Biden shared that the United States supports expanding the Council to include permanent representation for countries from Africa as well as Latin America and the Caribbean”.

“That’s in addition to the countries we’ve long supported for permanent seats: India, Japan, and Germany. In the months following the President’s announcement, I met with dozens of countries in New York in what I like to call a listening tour. I listened to their ideas and their aspirations for a more inclusive, representative Security Council,” she said.

“And now we head into the final High-Level Week of the Biden-Harris administration with three new commitments for Council reform. First, that the United States supports creating two permanent seats for Africans on the Council. Second, that the United States supports creating a new elected seat on the Security Council for Small Island Developing States.”

And third, the United States is ready to take actions on these reforms and pursue a text-based negotiation; in other words, to put our principles to paper and begin the process of amending the United Nations Charter, she added.

The reform of the UNSC has faced both political and legal barriers—including the amendment of the UN Charter.

The 12-member Uniting for Consensus Group (Argentina, Canada, Colombia, Costa Rica, Italy, Malta, Mexico, Pakistan, Republic of Korea, San Marino, Spain and Turkey) said last week that it “will oppose the creation of new permanent seats and have a different idea on how to enhance African representation in the UNSC”.

In an interview with IPS, Dr Palitha Kohona, a former Chief of the UN Treaty Section, said assuming that the elusive political consensus emerges for the purpose of amending the UN Charter, there are a number of steps mandated by the Charter to be followed. (The Charter has been amended four times in the past 79 years).

The amendment, he pointed out, is governed by Articles 108 and 109 of the Charter. It is clearly stated that amendments shall be adopted by Two Thirds of Members of the General Assembly (GA) and ratified by Two Thirds of Members of the United Nations, including all the permanent members of the Security Council.

Since all Members of UN are entitled to be Members of the GA, unless they are suspended or otherwise, it is reasonable to assume that the two thirds of the vote in the GA refers to those members present and voting. The ratification must be by two thirds of all the members of the United Nations. This would be a time consuming and challenging process.

Ratification, he said, is a domestic process dependent on the constitution, laws and practices of each state. In many countries, ratification of a treaty is an executive act and could be undertaken, in accordance with the Vienna Convention on the Law of Treaties, by the Head of State, the Head of Government or the Foreign Minister or any other official duly authorised by being granted Full Powers by any of the above authorities.

In some other countries, he said, consistent with their own constitutional and legal requirements, Full Powers for the purpose of ratification can only be given following the fulfillment of certain domestic legal and procedural requirements, for example, following cabinet or parliamentary approval.

In the US, treaties (the Charter is a treaty at international law) can be concluded only with the approval of the Senate. The non fulfillment of the domestic processes is likely to result in domestic legal and political consequences.

Two thirds of the United Nations must include all the Permanent Members of the Security Council. Given the current divisions among the Permanent Five, any consensus among them on a crucial issue as the amendment of the Charter would be truly Herculean challenge, warned Dr Kohona, a former Permanent Representative of Sri Lanka to the UN, and until recently, Ambassador to the People’s Republic of China (PRC).

According to the UN, the world body was established by the Charter of the United Nations and Statute of the International Court of Justice (ICJ).

The Charter was signed on 26 June 1945 by the representatives of 50 countries. The founding members of the United Nations are the countries that were invited to participate in the 1945 San Francisco Conference at which the UN Charter and Statute of the ICJ was adopted.

Participation was determined by virtue of having signed or adhered to the Declaration by United Nations (1942) or as approved at the Conference.

Dr Kohona told IPS “The veto is a fancy weapon in the hands of the P5. It perpetuates the slaughter of non-combatants by a ruthless aggressor mired in gore while the veto wielder can strut the world stage without actual blood in their hands, all the while camouflaging their guilt with fancy justifications.”

The UK and France haven’t had to wield the veto in over a decade as they have tended to hide behind the US veto, he said.

Accommodating new (and shall we say, well deserving) aspirants to the permanent membership of the UN Security Council (UNSC) has been a vexing question for some time. An amendment of the Charter would be required to expand the number of permanent members of the UNSC. The permanent membership of the UNSC reflects the outcome World War II.

The winners secured for themselves the prime positions at the head table from which they could control world affairs. But the world has changed immeasurably since then.

Today there is no justifiable reason for Europe to occupy FOUR of the five permanent seats in the SC or for the WEOGs to occupy three of the five permanent seats especially in a world where military and economic power has shifted drastically to other countries, he pointed out.

Africa with 54 countries, and 1.2 billion people,does not occupy a single permanent seat. Asia with over 50 countries and a population of 4.6 billion people has only one permanent seat in the SC held by China.
